To deal with that, manufacturers spray the outside of the lens with a thin, clear UV hardcoat. That coating is the only thing standing between the plastic and the sun, and it is sacrificial. It wears down.
Once the hardcoat starts to fail, UV reaches the polycarbonate itself and oxidizes it. The surface turns cloudy, then yellow, then brown in bad cases. Heat speeds it up, and a lens sits in one of the hottest, most exposed spots on the car: full afternoon sun from the front, engine heat from behind. Add windborne sand on the Palmetto, salt in the air, minerals from sprinklers and hard water, and daily rain in the summer, and the coating gets attacked from every direction. Is a Cloudy Headlight Actually a Safety Problem?

The reflector or projector is engineered to throw light down the road in a controlled pattern with a fairly sharp cutoff so you see the pavement without blinding oncoming traffic. That design assumes a clear lens.
An oxidized lens behaves like frosted glass. Instead of passing through, light scatters in every direction: sideways, upward, back into the housing. Less of it lands where you need it, and more of it becomes glare for the driver coming toward you. The beam edge goes soft, so the bright zone you rely on shrinks. Then stack Miami conditions on top: unlit stretches of road, heavy rain that soaks up light, and dark asphalt. Florida does not require an annual safety inspection, so nothing forces the issue. The process is closer to paint work than to cleaning: wash and decontaminate the lens, tape off the surrounding paint and trim so nothing gets marred, then wet sand the damaged layer away in stages, working from a coarser grit down through progressively finer ones until the scratch pattern is uniform and shallow. From there the lens gets machine polished back to optical clarity.
The last step is the one cheap jobs skip: a fresh UV protective layer over the bare polycarbonate. Without it, the lens has no defense at all and will haze again faster than it did from the factory. That is why toothpaste tricks and bug spray hacks look great for two weeks and then come back worse. Sanding without sealing is just resetting a clock that now runs faster.
